23. Grover Cleveland (1885-1889), (1893-1897)
The only president in American history to serve two non-consecutive terms in office, Grover Cleveland was the 22nd and 24th president of the United States. Many historians consider Cleveland to be a successful leader, which is reflected in his public persuasion score. However, he faltered in his rating for pursuit of equal justice.
